Special Call for Applications for Projects in German within the Publishing Romania Programme

Romania will be guest of honour at the 2018 edition of the Leipzig International Book Fair.

In order to increase the number of publications in German that are relevant for the promotion of Romanian culture, the Romanian Cultural Institute, as financer, launches, between 1-30 June 2017, a special call for applications within the Publishing Romania programme for financing requests by foreign publishing houses and cultural organisations wishing to publish, in German, albums and books on Romanian cultural topics in the following fields: history, philosophy, the history of arts and culture, literary history, cultural heritage, linguistics, monographs on Romanian authors. Financial support may also be applied for by cultural, art and scientific magazines, as well as by Romanian studies journals from abroad appearing in foreign languages for the publication, in German, of supplements, thematic issues or journals of studies devoted to Romanian culture and civilization.

In order to apply within this special call for applications, the publishing house / organisation must undertake to publish the work/magazine/thematic issue by 1 March 2018 at the latest.

APPLYING TERMS AND CONDITIONS

The PUBLISHING ROMANIA financing programme was launched in 2007 to support publishing projects aimed at promoting Romanian culture abroad. The programme has two sections, each having specific project-selection objectives and criteria.

SECTION 1. PUBLISHING ALBUMS AND BOOKS DEVOTED TO ROMANIAN CULTURE AND CIVILIZATION

In order to increase the number of albums and works in German devoted to Romanian culture and civilisation, the Romanian Cultural Institute, as financer, launches, between 1-30 June 2017, a special call for applications within the Publishing Romania programme for financing requests by foreign publishing houses and cultural organisations wishing to publish, in German, albums and books devoted to Romanian culture and civilisation.

GENERAL ELIGIBILITY TERMS:


Financial support may be applied for by foreign publishers and cultural organisations intending to publish albums and books on Romanian cultural topics in the following fields: history, philosophy, the history of arts and culture, literary history, cultural heritage, linguistics, monographs on Romanian authors.

ELIGIBLE COSTS:


Within the special call for applications, financial support may be applied for by foreign publishers and cultural organisations that intend to publish, in German, albums and books on Romanian cultural topics in the following fields: history, philosophy, the history of arts and culture, literary history, cultural heritage, linguistics, monographs on Romanian authors.

Financial support may cover up to 75% of the total amount comprising the fees due to copyright owners and translators and the related production costs (layout, graphic design,cover design, proofreading, paper, printing, etc.). However, the total amount granted will not exceed 20 000 EUR/proposal for albums or 10 000 EUR/proposal for books.

In order to qualify for financial support, a proposal should score at least 60 out of a total of 100 points subsequent to evaluation.

 

PAYMENT:

 

The amount of the financial support to be granted will be determined in relation to the budget submitted by the applicant providing details for all cost types.

 

Reimbursement by the RCI will be completed subsequent to the Romanian Cultural Institute receiving from the publisher the following:

 

• the number of copies of the published work agreed per the grant contract, which must include acknowledgement of the financial support of the Romanian Cultural Institute on the copyright page;

• invoices, banking documents (statements of account) documenting the incurred costs and certifying that all payments were made within the validity period of the grant contract.

 

The Romanian Cultural Institute will not reimburse publishers for any payments made prior to the conclusion of the contract with the Romanian Cultural Institute.

 

The actual amount which shall be paid to the publisher as financial support shall be determined based on the supporting documents which will be submitted to the financier according to the provisions of the grant contract and will by no means exceed the maximum amount of the funding which has been determined by the panel of independent experts following the evaluation.

 

IMPORTANT NOTICE: The reimbursement by the RCI will be completed in 2018.

 

PUBLISHING ROMANIA will not be supporting:

 

• print-runs under 500 copies;

• second editions of books previously granted financial support by RCI;

• publishers not complying with the conditions listed under the heading "General eligibility terms";

• institutional costs including administrative costs, payments to the budget deficit account, salaries, current payments of the publisher;

• politically or religiously militant books;

• books fostering sexual, racial and ideological discrimination liable to infringe on human rights policies.


Financial support will be granted on an evaluation and selection basis and taking into consideration the following criteria:

• topicality of the theme/subject, the quality of the proposed work - 40 points;

• the prestige and experience of the publishing house - 20 points;

• the distribution plan and the promotion strategy - 20 points;

• the amount requested as financial support in relation to the total budget necessary for publishing the work and to the proposed print-run - 20 points.

ATTENTION: Within this special call for applications, the same publisher may not apply for more than 3 projects.

 

APPLICATION DEADLINES:

 

For the «LEIPZIG 2018» special call for applications of the Publishing Romania programme, the complete application files may be submitted, by post, between 1 - 30 June 2017 (postal date).

 

IMPORTANT NOTICE: IN ORDER TO APPLY WITHIN THIS SPECIAL CALL FOR APPLICATIONS, THE PUBLISHER MUST UNDERTAKE TO PUBLISH THE WORK BY 1 MARCH 2018 AT THE LATEST.

 

THE APPLICATION MUST CONTAIN:

 

• the form requesting financial support available at www.cennac.ro (see Aplication_Form_Albums_Leipzig_2018), duly filled in and wet-signed by the publisher;

• copies of the copyright contracts concluded for the text, images, etc. in English or Romanian;

• certificate for tax-code registration, translated into Romanian or English by a registered translator;

• presentations of the authors working on the editorial project, in Romanian or English;

• a copy of a recently published album or book, as well as the publisher's catalogue.

FINAL TERMS:


Financial support will be granted by the PUBLISHING ROMANIA commission of experts based on the submission of a complete application. The decision of the jury opens the subsidy only subsequent to the approval of the RCI Board of Directors, within the available budget. Subsidies will be granted on condition that the applicant accepts the contract terms, including the acknowledgement of the financial support of the Romanian Cultural Institute on the copyright page. To this purpose, the publisher shall refer to the RCI visual identity manual/logo, available at http://www.icr.ro/bucuresti/identitate-vizuala/.

 

SECTION 2. PUBLISHING SUPPLEMENTS, THEMATIC ISSUES OR JOURNALS OF STUDIES ON ROMANIAN CULTURE AND CIVILIZATION

• supplements or special issues not complying with the conditions listed under the heading "General Eligibility terms";

• institutional costs including administrative costs, payments to the budget deficit account, salaries, current payments of the publisher;

• politically or religiously militant publications;

• publications fostering sexual, racial and ideological discrimination liable to infringe on human rights policies.

Financial support will be granted on an evaluation and selection basis and will take into consideration:

 

• the quality of the publication (national and international visibility and prestige, experience, editorial coherence and pertinence) - 30 points;

• the relevance of the contents of the special issue/supplement towards the international promotion of Romanian culture (quality of selected topic/subject, quality of contents, relevance of featured authors) - 30 points;

• the distribution plan and the promotion strategy - 20 points;

• the amount requested as financial support in relation to the total budget necessary for publishing the issue / supplement and to the proposed print-run - 20 points.

• a list of topics for the special issues/supplements;
